More cylinder bugfixes

- Added a delay before turrets return home so that projectors can catch up, should cut down on spazzy movement building projections

- Turret based tools now take the shortest azimuth path to their target, rather than swinging around through their forward face
- Fixed turrets using cylinders using an incorrect point in space to check for blocks, could soft lock a turret into doing nothing as targeting considered something in range but the work function did not

- Fixed ray hit AV for sphere tools causing particles to appear in the tool
