Tweaked Dark Event Durations to be more consistent and tweaked the localization to better reflected the durations.

Reworked Counter XCOM Training significantly, Number of Reinforcement Drops reduced to 2 Squads of 4 Units, Sitrep no longer provides an Force Level Decrease but instead provides Extra Loot, and is limited to Crate Extraction and Supply Raid missions for basegame/CI.

Sitrep Force Level Requirement increased to Force Level 12 from Force Level 10. (LWOTC Mission Types this sitrep can spawn on are unchanged)

Elevated Aggression tweaked, slightly debugged, and can no longer activate before Force Level 13.
