hey I'm sorry to let you know about this but this is a problem on your end, try verifying files or messing with your mod order, see if putting this above another citizen/rebel mod you have helps.

tested this mod on both hl2 and gmod and the citizens and refugees all loaded just fine

i foun a bug where one of the male citizens hat has a missing texture and some of the female citizens legs and gloves also have misssing textures

Also; due to the fact that this update makes male_04 into an inustrial citizen, this works suprisingly well with monki's Re-edited Trainstation

nah since it's just a texture replacement, it's compatible! just be sure to put it above this one in your list
