hey I'm sorry to let you know about this but this is a problem on your end, try verifying files or messing with your mod order, see if putting this above another citizen/rebel mod you have helps.

tested this mod on both hl2 and gmod and the citizens and refugees all loaded just fine

i foun a bug where one of the male citizens hat has a missing texture and some of the female citizens legs and gloves also have misssing textures
