Weapon damage values are preserved from H2 to H3 with only slight modifications to accomodate H3 AI so the high damage you deal and receive gameplay is still the same. It does feel slightly different because of the AI and encounters being around Brutes rather than elites though.
I'd be happy to help if you run into issues getting H3 mods to show up when the time comes. Just let me know.
I'm about 70% done with the H3 mod as we speak, and while its not lore accurate, a lot of people complained about vehicles so I've made it much harder to kill passengers in Warthogs and Prowlers so that they're at least viable. I'm selfishly keeping Banshee and Ghost health lore accurate because I actually love lore balance on those but in H3's sandbox it's less of an issue. And thankfully Brute vehicles in lore are simple and heavily armored so the chopper and prowler are quite viable.
So all in all, vehicle combat in H3 is much more forgiving than previous entries due to the encounter design and lore inaccurate vehicle buffs.

On Legendary, with the OG script and number of times you need to hit Regret, the number of reinforcements were truly oppressive, making it a game of luck with the odds completely stacked against the player, so reduced the reinforcements.
But i guess this entire mod is just easier version of Halo 2 so it is fine
For the Banshee, I'll also take a look but I wonder if its the increased speed of the Banshees interacting with the scripts to fake storm physics during the station freefall. It is possible to get to the objective though, so its annoying but not a softlock.
The explosions are still there but the damage has been reduced by half to prevent 1 shots killing the vehicle and player if the player is at full/half shields.
Lemme know if anything else out there is strange.

It is very frustrating to just die from single random shot, and tactics you described is what i already was doing, i also dont see any increase in ghost speed from vanilla Halo 2.

Ghost bolts were given some accuracy error to be realistic and counter enemies from having perfect accuracy while firing much farther away. I'm not looking to convince you it was a good design decision, only to let you know why it was made.
Ghosts were given double their normal speed so you're supposed to strafe and do hit and run tactics, but some vanilla Legendary levels send so many at you that it does get tedious.
I know the spot in Outskirts you're referring to, and it's rough, but you gotta adjust the way you're playing and strafe your targets. I'm not great at Halo and squeezed through so I'm confident you can too, even if its not the way you find fun. Also consider dropping the difficulty as that usually spawns far less vehicles to contend with and makes them less aggressive and accurate. (I highly recommend that for Delta Halo)
It is very stupid that ghosts make you less durable than just going on foot. And accuracy nerf doesnt even allow to shoot enemies from afar so they dont oneshot you.
Master chief in ghost on full shield dies form a SINGLE ♥♥♥♥♥♥♥ plasma bolt that hits ghost's main body and not armor

Marines unfortunately don't have the armor to withstand much fire before going down in a lore accurate scenario. To help, I buffed the friendly AI as much as I could with targeting speed and accuracy. But the reality is that the warthog is a death trap of a vehicle in a lore accurate military scenario because it has no armored cover for its occupants.
I may need to revert it so you still have to hit him until he warps 4 times but I can tone down the reinforcements he gets.
SMG is better in short/medium engagements and the Assault Rifle in Medium-Long but they're very similar at the engagement ranges Halo 2 likes to throw at the player.
Really come's down to personal preference. Dual welding SMGs obviously have much higher DPS.
i also may of created a death loop on metropolis after the scorpion section cause i gave 2 marines rocket launchers
and forgetting about friendly fire
