Make sure AI is enabled, also double check the friend-or-foe settings, then check the advanced friend-or-foe editor, and if all else fails then try disabling all of your mods but the TF2 Bots, and see if that works
What exactly do you mean by that?
I'd say try it first. ArcCW uses a different method of attaching the models to the players, so it may work fine. The only thing you need to avoid is if the weapon pack actually replaces the models from TF2, that's what causes the issues.
Go to the Team Fortress 2 Bots section of the options tab and find the Friend-or-Foe settings. From there you have a wide variety of ways to configure the Bots' targeting, including broad settings for default entities such as players, other teams, and default NPCs. For more granular control, use the Friend-or-Foe editor to specify which entities the bots will attack. Hope that helps!

The bots can be configured to target anything you want using the Friend-or-Foe editor
Sorry, I don't have any plans to add Halloween bosses.
Basically you can code it in so you can make a certain point the cart has to go into, then it figures out where it should go and get pushed to then once it blows up it restarts. This is just a suggestion you don't ACTUALLY have to do it.
Use the Friend-or-Foe menu in the options tab, or turn on ai_ignoreplayers
