Make followpatcher more strict

Bring the live following navpatcher out of glee.
Basically means the bots will learn from you as you run from them.
If you take a jump, the bots will most likely learn that jump, and follow you.
Should lead to serious behaviour improvements on unpolished navs.

Hack fix for massive memory leak that lead to bots getting laggier and laggier the longer they live.

Minor optimisations everywhere i could find.

Bots can no longer see through true, farz'd fog.
Fix watching bots looking off into the abyss.

More perching/camping polish & optimisations

Bot will now try to return to the navmesh when "really stuck"
Will still teleport if it can't find a way back.

Provide time since last found to "EnemyFound" task

Pull bots towards searching hotspots even more.

"Watching" bots will walk more now.

More improvements.
Split bot into two coroutines
- Coroutine 1, manages enemy finding, aiming
- Coroutine 2, manages moving.
Fixes the bots not engaging enemies while stuck on one expensive movement task.

More _index call reduction.
Further polished bot-vs-vehicle interactions
Gave the local navigator less perf to work with, and optimized it a bit.
Fixed the "Expenisve path" detection not working
Ratelimited mapwide weapon searching

Tweaks + Polish!

Made weapons dropped on player death, despawn faster.
Further optimize enemy finding.
Properly handle enemies in vehicles.
Polished/optimized the searching behaviours a bit.
Rebuilt the "DoHardcodedRelations" system, more useful now.
Fix terminators sometimes not attacking lambda players.
Fix scared terms never approaching players in very open maps.
Fix "NO NAVMESH FOUND" message, now only plays for the player that spawned the term.
Fix bot "watch"ing through walls.
Lots of sniping polish.
+ bot is more tolerant of okay sniping spots now
+ less stuttering, lag, when searching for spots

Added ENT.MaxPathingIterations var, change it to 5000, for eg, fodder bots that dont need to path to the target EVERY time. ( means no freezing as some tiny useless bot checks 75000 navareas to try and get on a small roof. )
Derivative bots can now be specified to avoid ladders.
Minor optimisations.
