Update for 1.6, along with some minor tweaks.

1. Left click creation of a new outfit will now inherit special filters (tainted, biocoded, etc), as well as hit-point and quality thresholds, from the currently equipped outfit.

2. Right click will now simply update whatever the current policy is instead of forcing a new one. This should simplify management of generic outfits like soldier, farmer, doctor, etc.

3. Removed a bunch of legacy code that would occasionally cause dictionary key errors when deleting and creating a new outfit.
