added addon version checker, added adding and removing maps from map player limit list in !mvmenu

added map player limits and map markers if recommended player count doesnt match current player count

second phase of implementing map player limits for TTT (prop hunt will follow), removed some http requests, removed css maps synchronization since css textures are now included in base game (but css maps aren't so I'll leave the css filter in, added a map player limit tab to !mvmenu, not yet added functionality for map player limits (will follow in next update)
