Okay, a third thing that's bugging me. I read in the FAQ that Marches aren't allowed to attack each other, but this seems to be an exception. I'm frequently having save scum to avoid having a war started by Wrothgar or Ag'krazak or Darkfern Clan. Is it intended that this restriction doesn't apply to that Casus Bellli?

In this save, Ag/krazak and Hammerfell get into a war on the 8th, though experience suggests reloading a few times will cause them to forget to fight.
