You know, that's a strange issue, as if I do not turn on mandate of Heaven, I just simply do not get any tributaries...
I'll continue to use the workaround of attacking my tributaries when they're no longer wanted and not adding new ones going forward. Really weird that you can't reproduce this bug though.
Yes, If i start as WGT without MoH I do not have EoC and tributaries.
There are no issues with removing the tributaries with DLC, as there is an action for that. However, I have added a custom tributary cancel action with a requirement of NOT owning MoH. Hope it helps, but I guess we will be able to see that after the release on weekends.
