We are thinking about it, but it will probably have to wait until eu5 stabilizes a bit with updates, and at least gets the Byzantine DLC.

The patch also fixes some minor bugs, but as I've learned though the years probably introduces a couple of new ones as well, so let me know if anything seems out of place.
As usual, keep the following in mind:
-To make sure the workshop version is updated, check the version number in upper left corner of the main menu. New version is 1.24.3.0
-The update is save compatible with previous saves.
-You can find the changelog in the Change Notes

You mean where Nea Alexandreia province is? Directly the right of your capital. New Alexandrian Library? Unlocked by the Reform the Administration mission
The mod that is causing issues is "reduce limit (army and navy)".
mods im using are choose colonial trade good, reduce limit (army and navy), third odyssey-bigger boats, third odyssey-more monuments, third odyssey back to the motherland,third odyssey:elysian units, third odyssey:extra submod, third odyssey:puple elysia, no limits nation designer.
The incompatible mod list isn't exhaustive, it's just a list we put together by hand. If you let me know the list of mods you are using I can point out the remaining incompatible ones (and add them to the list)
If that counter doesn't work, you have an incompatible mod active, and you should start a new playthough without it, because other stuff is also broken beyond what you see atm.

Verifying game files might help. If that doesn't work you can always use manual download (link in #released on discord).
Is it possible to trigger the event for the infrastructure mission via a cheat command ?
For some reason it doesn’t recognise any buildings within the Elysia area. I’ve tried using the normal cheat command to complete the mission but it doesn’t give me benefits of the mission. The trade goods don’t change and I don’t get the option to build the monument.
Any help would be much appreciated.

Due to the constraints of eu4 modding they cannot be made directly compatible, a third compatibility patch mod would be needed. I can investigate how difficult would it be to make one.
Can you send me a save? Preferably over discord.
Do you have any other mods active?
The change in timeline kinda invalidates the story and events behind flight and the hellenic faith stuff (Plethon not being even born yet). So we either completely rework a lot of content or if someone makes a 1444 start date mod we can base ours on that.

No sadly not, unless someone else makes a compatibility submod.
Not directly, but there is a submod "Third Odyssey Expanded: Buildings & Trade Goods" that integrates the mod in question.
