This works only in Non-historical. It doesn't increase manpower in Historical. Just set the Countries to follow historical.

I checked konstantynopolitaneczka's mod files. It adds gas chambers and concentration camps, which give large buffs to your country the more of them you build. Also unlocks occupation options to "burn people for fuel" among others, according to localization files.
