You should join that modding den discord, I'm very active there. But this very mod does something like what your asking. Open up the .pack in rpfm and browse to:
script/campaign/cr_combi_expanded/mod/cr_iee_mct_options.lua
And you can see how factions get moved around and diplomacy is edited.

For starters, its an insane mod(art) you guys doing, thank you for that.
On the other hand, i would like to have a small(?) request on the issue of puting factions on different location. Namely, that i dont know which is which. Some i can guess, but would be amazing, if the legendary lord name would be also present if its a major faction.
