But as a result I could not get the VR controller to do anything other than accelerate and brake.
This is also the reason why the side brake does not work properly when using simphys. I wonder what on earth could be causing this...
Perhaps you have not been able to enter vehicle mode correctly. If you are using vrmod-semioffcial, please try to change the Vehicle mode from VREaddmenu to [LFS/TANK] once and then back to [simfphys/HL2Jeep] again.
It also works with some tanks by simphys-armed, but mods that seem to only accept keyboard handle controls can only move forward or backward.

It now works on simphys!
We are still in the testing phase, so please let us know if there are any glitches.
It operates more like a joystick than a steering wheel, but it still works very well as another way to steer. The only issue is that on my controllers (Oculus Touch) the grip buttons are also tied to the USE key, so gripping again brings me out of the vehicle unless I keep holding grip while getting into the vehicle in order to steer.
Unfortunately, it does not currently work with simphys. I'm dying to get it working too, but I can't seem to get the simphys handle to work in the same way as this mod, so it's trial and error!
