Much needs to change inside the mechanics of how each piece is added to the game. The assets need to be reworked, the textures as well, etc.

The only reason anybody would play vanilla xcom these days is because their poor (too bad too sad) or if their playing LW2.
You can't just mod vanilla Xcom 2 you need to download a gigantic kit for just vanilla (the mod tools for vanilla and WOTC are separate and are like gigantic in file size) so most people can only have the tools for one or another.
