Minor config update to ignore more starting heavy weapons.

Now also removes RequiredSoldierClass from ArmoryDisplayRequirements. Added RM_Biotic to default config.

Now also removes class requirements from techs that are required by items. This is mainly for SPARK Minigun but can automatically handle all similar techs from other mods.

Techs from Legacy of Chosen (Chosen Hero Weapon mod) and Modular SPARKs are also explicitly handled as they reward items instead of gating them.

Additional optional feature to remove rank requirement associated with the soldier class. Default setting is to keep the rank requirement so it will instead require any soldier of that rank.

AlternateRequirements are now handled as well. This mostly matters for SPARK equipment.

Ignored a couple more items that can be in loadouts.

Running after Item Hider, properly checking if item templates are infinite starting items before adding them mid-campaign.
