Added a toggle button for automatic selection clearing to the state transfer tool, and reverted the default to it being enabled.

Switched resistance/compliance editing to multi-state mode
Disabled selection clearing in the state manager after taking an option, its annoying if you want to do several actions on the selection.
Made it possible to add military access in both directions.
