- new way to assign rewards from Combat Zones, rewards are not assigned immediately and can be taken later with the "/cs reward" command
- players will get notified by new GPS positions if active Combat Zones / Material Zones exist on the server they are joining
- GPS changes are less spammy and arbitrary, will change only if Zone states actually change
- Changes are linked to the upcoming addition to KotH like mechanics to the Combat Zones (which is not yet functional, even though the setting is already there)

- New command /cs planets add, this command adds all planets on the map to the whitelists (combat zone, combat conquest and material zone whitelists)
- Conquest config now supports a whitelist, only whitelisted planets can have working conquests, if filled, only whitelisted planets will support conquest beacons. The reward conditions are checked as secondary afterwards, they can't override the planet whitelist.
- Conquests can be run without reward list (just SC and score rewards)
- Combat Zones and Material Zones can now work with empty whitelist as well, empty whitelist equals to all planets allowed.
- Conquest, Assembler, Store and Material Zone configs and main config can be changed during runtime and they get applied on the next game load.

Double check NPC ownership from grid BigOwners, for some reason NPC's stopped spawning with the BuiltBy attribute assigned on fat blocks, and I am unsure where it went, so instead of endlessly searching for the direct cause, I will account for it.
