1. I realized that the difference between Federal State and Feudal State civics is quite vague, particulary I can't see Feudal State as anything unique. So, I decdied to abolish this dichotomy. Instead of it, now there is Federal State against Unitary State.

Federal State is not available for Hierarchy Ideals civic, Fanatic Authoritarian and Dictatorial authority.
Unitary State is not available for Anarchy Ideals civic, Fanatic Libertarian and Direct Democratic authority.

So, the feature is that you can be democratic and libertarian centralized Unitary state, or authoritarian Federation.

2. Little bug with Harmony tradition was fixed.

1. "Anarchy" civic's name was changed to "Liberty" - seems less controversial term than Anarchy.

2. Unity traditions upgraded.

New tradition - "Divine Patronage", which favour uplifters: for each uplift Empire gains a 10-years modifier increasing Happiness and Unity. You can't purge pre-snetients with this tradition adopted. You are a good guy now.

Also, "Diversity Utopia" was renamed to "Pan-Galactic Forum", with free edict - "Pan-Galactic Forum" being a stronger version of a previous edict. Edict "Pan-Galactic League" has also been buffed.

3. Diplomacy traditions were buffed a bit. Unfortunately I have not yet figured out the way to make them more interesting.

Sorry, guys, I've been messing around with "Capitalism" civic a lot lately. I couldn't figure iut what's the most proper stats for it will be, until I realized that "Private Property" which was considered to be a possible feature of Capitalism, is actually not a feature, but the very basis of market economy. So, I abolished Private Property civic, merging it with Capitalism, and insted of it I took "Energy Syndicate" back.

This way it seems the most accurate to me.
