Critical Hits

Random critical hits somewhat akin to TF2.

ConVars:
crits: (0/1) Enables or disables critical hits
crits_rate: (0-1) How often players should randomly crit
crits_desperation: (0-1) How much higher a chance a player should have to crit at low health
crits_multiplier: (0<) How much more damage to deal when a player crits
crits_weaponcolor: (0/1) Whether or not to use the player's weapon color as the effect color

Hooks (for developers):
ModifyCriticalRate( attacker, inflictor, default_rate ), returns a number between 0 and 1
