Caps Fluid Battery UPDATED!

But it was really broken.

i fixed it! Well sorta.
Now you make uncharged fluid in the assembler
Then you charge it in the new Energy Fluid Charger!
Finally you have the fluid battery which converts the charged fluid into power

Known issues
The energy fluid charger is a basic refinery and still does the basic ores (i plan to fix that, just dont know how yet)
The charge fluid is consumed but i kinda like that better personally. this way its like electric gasoline

Possible issues/changes coming
1) once the charger does only the fluid i want to make it way more power hungry
2) Might slow the charge rate some
3) might need to change the charge fluid recipe
