Tweaks for the Very Hard Difficulty

Hey Ho :D

This mod changes the Very Hard Difficulty in Grand Campaign a bit to make it more enjoyable :)

Player:
+ 2 public order (normally +0/ same as on hard)
- 20 % Upkeep for all your troops

AI:
25 % Tax for the AI (was 35%, now same than on hard)

Any other options are untouched, so enjoy :D

NOTE: The Very Hard AI still gets most of their Bonuses and will mostly act against the player, it still will be a challenge :)
