Yeah, i had that happen to me as well, and unfortunately i have no idea how to fix it. Tried all i could while developing mod, - no success :(. Although, even if you do accept peace, they should not accept any deals, and, in theory, they should declare war on you in couple of turns.
The mod said peace treaty is disable completely, why does in early game some AIs from far east faction occasionally trying to make a peace treaty with you?
Nevertheless, thank you for providing clarity.
You can try prioritising your mod over this one in the launcher, that might work.
