Crowd Panic

Now, citizens will panic and make others panic in their surroundings!
They will scream!
It's a crowd panic!

Don't want refugees to panic? Set the "crowd_panic_refugees" convar to 0.
Don't want refugees to make noise? Set the "crowd_panic_sounds" convar to 0.
Want to disable the addon? Set the "crowd_panic_enabled" convar to 0.

They firstly crouch and try to take cover then quickly flee and try to escape the danger!

Works on citizens and refugees.

If they have weapons, upon panicking, the weapon will vanish, not drop because they may pick it back up.
Also, they may still try to follow the player, if so, try disabling the "Join Player's Squad" button in the context menu or enabling ai_ignoreplayers.
