rycch has another addon for you. This is a collection of 4 voicepacks used by RCVR (rycch's Combine Voice Replacer) Base.

All voicelines are unaltered from their original HL2 counterparts as they are meant to be used alongside other RCVR voicepacks.

Voicepacks included:
-Combine Soldier
-Metropolice
-Male Rebel
-Female Rebel

It is recommended you use this along side other [RCVR] Base voicepacks to further increase the variety on npc voices on the battlefield.

Added for search-ability: Combine voice replacer, combine voice replacement, combine vo replacement,Combine vo randomizer, random voiceline, metropolice vo replacement, metropolice voice replacer, metropolice voice replacement, rebel vo replacement, rebel voice replacer, rebel voice replacement

good addon but i think this addon breaks overwatch voice when cp dies

Its alright, That be be a hell of a mod though, both on standard half-life 2 and Gmod.

Without singling out the npc voices sounds themselves, I would not know how else to do that. Addon idea I guess. Have you tried adjusting the audio settings in game?

As in to make it so the voice lines are more audible, half the time I can't hear them over the subtlest of background noise in the game.

It shouldn't
