This is only a navmesh file, if you don't know what that is here's the definition:

Navmesh - Navigation mesh used by AI/Bots to walk/move through complex surfaces, such as floors, stairs, corridors, rooms, domes, cylinders and etc's.

Most maps don't come with a full navigation mesh support, it needs to be generated for bots to work properly, specially, nextbots and other custom AI's.
