Bit late but there are 44 different regional police forces in the UK and 3 national ones so they all wear something slightly different but usually purchase all their equipment from a few main wholesalers .
Most "county" (non-London) forces wear black or hi-vis.
MET police (the largest force in the country responsible for policing London/Greater London) and City of London police (responsible for policing a small central area of London because of silly historical reasons) are unique in that they wear distinct uniforms.
MET police wear white shirts with black vests. Almost all patrol/response officers wear this, it is their standard uniform and hi-vis is not super common except for roads policing (MO8) but it may be worn on occasion for any number of reasons.
City of London police are by far the most unique and my personal favourite because they wear black with gold and red highlights/silitoe tartan.
Then you probably aren't from the United Kingdom, Coming from North America.
British Cops use both high visibility vests and white shirts. (But most of the time the visibility vest is used in London.)
i have NEVER seen a UK officer with a white outfit...
