You can extract the mod files to somewhere in your "assets" folder in Starbound with any priority you want and it should work. Not sure how much more I can help from there because I haven't modded Starbound in a long time but all the info you need is likely on the internet if you want to make this work some specific way with other mods.
I doubt Anom would want to edit this mod to work with that priority for two reasons. The first being because it seems it's just unique to your case and we'd probably need to discuss a more general solution that could work great for everyone. The second being that working with other UI mods is generally a hassle because our changes would end up being dependent on any changes other developers make in the future and that leads to constant testing with this mod and other UI mods (of which there are many) to make sure it still works.

Ark made Numbered Action Bar, but the whole package is only possible because I compiled Pitool and TheVael's work. Ark is the only who asked to be added as contributor in my package, however.
