It's great that Epiphora is actually working on that character. I expected it to do nothing when I picked it up but actually it does work.
However... It's pretty OP. Normally it takes around 10 seconds for it to ramp up so you actually have to get comited to one direction. On Samael it's just eight swings. With any sort of other tears up it becomes 2x tear multiplier with pretty much no ramp up time.
