Vehicle Framework and Visit Settlements - workaround ?
Just saw the comments, but since I am on GoG, Steam won't let me add anything there ;]
Have you tried disabling the Penalties in Penalty menu ? Still on v1.5, but also had this random occurrence where entering settlement would suddenly get the base defeated thing.
Disabled the "Enabled Penalties" in the mod options (since those are silly anyways), and all works fine.

Oh interesting, I'll check this out! Vehicle framework is updating this weekend too, so there might be a fix coming soon.

Just updating this post so as many people as possible will see, Vehicle Framework compatibility is fixed on 1.6. But I'm leaving this discussion up in case someone has an error that gets fixed by this workaround.
