I was given a quest by a lord called "Morning Unrest"

TL:DR I'm being sent to a village to figure out why they're unhappy. After speaking with a Townsman, they've informed me that the Tax Collector is a big dweeb (I feel ya pal) and that I should go talk to him. I can not for the life of me find the tax collector.

No new icons are present when holding alt to see unique people, all of the named villagers in town have nothing special to say, and I feel like I've looked everywhere. Anyone know were to look?

Also were should I be looking for the Christians who are hiding out in towns, I couldn't find them either.
