Is the DMCA warning an issue?
At the top of the page it says "Note: A DMCA Notice of Copyright Infringement has been filed on this item. Valve will review the complaint and reach out to the person who posted this item and provide details and information on the next steps."

I was thinking of starting a long-term world using this mod, but that might not be a good idea if the mod is under risk of being taken down. Does anyone know what's going on with this?

There is someone or a group of people filing false dmca strikes on mods across steam.

It's not exclusive to Terraria, it is on other games such as Rimworld, Kenshi, Gates of Hell and many other games have been hit. There is a list on reddit tracking the mods for games that have hit by these false dmca stikes
