As title says. When visiting bretonnian cities ( tried Moussillon and Castle l'épée ), the arena area is the same, and empty of characters. We can sometimes interact with the arena audience above the area's hedges, but it's inconsistent, and the arena master is nowhere to be seen.

Until that's fixed, going to Empire cities where the arena master is present allows to reset skill trees.
