Witch Hunter Companion
Can you recruit Witch Hunters who offer a quest even after you've completed their quest?
Recruiting Witch Hunters as companions is really difficult!
4/5 only offer quests whose purpose is questionable.
And even those who don't offer a quest aren't always recruitable; sometimes you only have the dialogue option "I have to go now."
Could this be a bug?

No you have the companions and quest givers. Quest givers are not recruitable.

That means you are talking to a quest giver with an inactive quest.

It's very confusing, though, because even witch hunters without a blue exclamation mark are sometimes unrecruitable (as you say, probably inactive quests).
But how are you supposed to see that without having to laboriously click through?
In general, the companions (one of the biggest mod problems at the moment) could use a bit more love in the mod. I think one in the tavern is too few, especially since you've unfortunately also created companions that are simply useless.

Because a tavern will always only have 1 companion, so unless there are 2 witch hunters, its 100% guaranteed not to be a recruitable companion.

And all companions have a use, although granted not all companions their stats are what they should be.

If I, as a High Elf, recruit a vampire because other companions are incompetent, you have to admit that this destroys the Warhammer feeling.

Can't say i share the same feeling, i would never recruit a vampire companion when not being a vampire.

Not sure why vampires would be better vs others.

In the future it might not even be possible to recruit cultures that simply wouldn't work together.

That would be very desirable!
But then all cultures urgently need a sufficient selection of companions for different tasks (captain, squad leader, governor, etc.), because the current selection only covers this if you recruit from all factions.
Training companions is simply too time-consuming and sometimes not even reasonably possible.

And for your information, I think I've discovered another bug.
According to the manual, the companions in the taverns should change every 7 days, but they don't always.
I've tried several times now, and sometimes the same companion is still there even after 10 days or more.

Should be 7 days yes, you can also just recruit him and visit again, or check the tavern, save and reload might even change them.
