Thats a faction, what culture did you choose at the beginning of character creation

they r so easy to find just zoom out fully and look around the map until you find a big logo, thats where the quest is if you are doing the guys quest at nuln for the forge blueprint.

sorry my bad, its not a blueprint but getting back the parts for the forge or something like that.
