Are you wearing heavy armor that drains it ? Do you have units that require custom resource upkeep but you can't pay them ? If so you lose wom.
I'm wearing Bright Wizard Set, I have +2.08 Recharge Rate, but nvm, I found out the problem, I put power stones in every troops in my party like a maniac, I thought it consumes only prestige per battle, now I look like an idiot posting on discussion lol
