Some NPCs are undressed
why some NPCs don't wear their clothes? I have only chosen your all three mods without other mods choosing, and it does solve the problem that most soldiers are naked.But there're still some NPCs undressed.

All units and troops in TOR have clothes on, the only way they do not is when you are using other mods besides harmony and TOR.

all right thx. Maybe the bug is caused by the language translation mod.

Have the same problem and i only use the TOR Mods with a freshly installed version of the Game. Units all look like they are supposed to but the nobles all are in underwear. (atleast the Vampire Faction)

Are you sure every other mod is disabled? Using solely TOR, they are all dressed.
