It was always capped at 30, we just added more so now you have to choose which to pick, its not intended to max out everything.

@Pretty Woman You can edit this yourself. Navigate to the install location for TOR Core. For steam workshop it would look like "C:/Steam/steamapps/workshop/content/{gameId}/{workshopId}/ModuleData/tor_custom_xmls/tor_config.xml" and update line 15 'MaximumNumberOfCareerPerkPoints="30"' to whatever number you wish. It is save game compatible, and the career points will be added even to existing characters past level 30.
