You do need to meet 2 requirements;
-Be Empire culture
-Have 50 Engineering
Then you can start his quest.
Alternatively you can level up gunpowder in 3 ways;
-Empire tournaments have rounds with guns
-Books from magisters.
-Pick up a gun during battle and use it.
Hover your mouse over the book in your inventory, move to the popup and click the magnifying glass there.
Keep in mind the better your learning rate, the more exp you get.
As they are associated to the sale attribute as magic, i thought it would be nice to use guns as a backup weapon to my spellcaster, not sure if/how to get into this.
