Same problem for me too

I found that turning off Keep corpses and The Fedhoria mod as well as Better Keep Corpses off fixed it. I just disabled them from the prop menu. Hopefully this helps.

i tried to do everything from turning off keep corpses and resetting the map but the APC always stop moving. at that point i get really mad and i spawned a nuclear bomb and detonated.
sure it did kill me but then the soldiers in the APC start talking and they said (was that the main villein) and the APC finally start moving and i finally manged to complete the final mission. i know it sound ridiculous but it worked for me.

I had the same issue playing this campaign for the first time as well where the APC didn't move and just started shooting at a wall. I figured that it was trying to kill the enemy through the wall. I assumed that if you killed all the enemies that it was detecting through walls. It would start moving again, and it did. However it ruined my immersion so I tried to see what other reasons were interfering with the APC's targeting script. At first I assumed I didn't have the proper required games mounted onto Gmod like HL2:EP 1 & 2 or CS:S. But that wasn't the problem, not having these content mounted only showed errors and purple texture errors. It didn't stop the APC from trying to shoot the enemies through the wall nor did it keep moving. My final attempt to fixing the problem was unsubscribing from all mods and went in vanilla playing the campaign. Surprisingly that fixed the issue with the APC not moving and having to shoot at a wall. I couldn't pinpoint the conflicting mod but I was able to solve the issue. So if you are still having this issue, there is a conflicting mod that is interfering with the APC section of the campaign, hope this helped.

You can do something else, if you enable Disable Thinking, the apc will drive on without shooting anyone

LOL, nuking the APC is the only solution that worked for me, I am guessing it killed whatever the APC was aiming at, thanks for your help!

Disable thinking, Corpse OFF-- still nothing!

for me every tank in the game didnt shoot (i have css and hl2 : episode 2 mounted) and in the alaska rescue section, i got softlocked because the tank wouldnt explode
