It sounds like you want to overwrite 'common' with the preset. This just crashes the game.
Inside common somewhere? Sorry, but I'm either brainfarting or doing something incorrectly.
Even loading the 270 preset, nothing changes.
Your picture shows at least 9 gov buildling slots, and the districts still show 6 each.
So something on my end is probably screwed up.
I've uninstalled/reinstalled the mod and turned off bpvr, and 5 gov slots and 5 each for the districts.
I WISH this platform would allow screen caps. Be easier to show them. If you are on discord let me know. I'm sorta' back for some more Stellaris, but this is driving me bats.
Don't overwrite the main game common folder, you need to replace the common folder from your preferred preset, to this mod's common folder.

Each district is scrollable, so the UI still looks like 9 gvmt, 3x3 city spec. and 5 for each rural district but you can scroll to see the other building rows.
Anyway, I did scroll.
Using BPVR + compat, I did overwrite the settings. I know it is 'working' because 5 gov. slots does become '6' and 6 slots for each of the districts. (33 slot default.)
But..even using the 270 preset only shows the same thing. Something is overriding the slot increase. (Scrolling still shows the same 'default' 6 gov buildings with blank space below. Ditto for the districts.)
Running your mod without BPVR shows only defaults, even doing the presets. (which I expected as you indicated BPVR+compat were needed for 'more' slots to work.
If you need anything from me, just lemme' know, but at the time your mods work great 'default' but the presets overriding the 'common' folder defaults are only giving '6' with BPVR.

I am using a 'HAB' origin, so working with those instead of planets primarily. Starting a fresh campaign with the 99 preset. It has a clean look and matches what I was using with UIOD+BPVR+ sub mods. (Specifically with an eye to using Gigastructures later in the game.)
Using your default, 33 slots is working with the proper slot counts.

I haven't tested the biggest one yet, but the '69' slots has two more than indicated.
This is after the 4.2.2 update (plus the updated mods in the playset)
I did the same procedure as you indicated earlier, and as I documented, but apparently Sakura updated BPVR which MIGHT account for the stuff working now. <shrugs>
I don't know WHY the 69 set is giving more than advertised. So there you go. Any help I can pass on I shall.
This is more than enough to get going with, so if I see 'errors', I'll pass them on.
