Might it be possible to tweak this into a more immersive version? Where the faction map is a physical object in a safehouse, on a table or a wall? I imagine it as: when you look at it, it would update with your de-fogging of the map but not automatically update with your annotations. Annotations would only be able to be added at the map while looking at it, but by anyone in the faction.
