G-Man's presence is specifically triggered by player trigger volumes, so he literally should remain locked in his closet until you trigger him. And the only other NPCs he could realistically be following are the Metropolice, as there is no other default code reason for him to follow anyone else. There is likely something on your end overriding the AI rules set per map.
