This also happens to me

from what I saw most mods somewhat disable this hop-ups, you need to disable the mods that block that ability, example Doom Weapons, Demons and Huds/Mics mods do not allow you to use hop-ups, disable every mod after apex sweps, and do 10 mods each to see if they are block, if they don't, add 10 more and if it stops, disable, and make sure you start new game everytime you add 10 more mods and after you disable some.

I SOLVED THE ISSUE

Uninstall and Reinstall so it gets on top of other mods, it is weird but it behaves like it is in a list some sort and it needs be first, I tested, I added my doom mods that are back to front by uninstalling and reinstalling, it breaks the hop ups but when they are at back it fixes

So I just need to delete the addon and then reinstall it so that way it's at the top of the list?

yes, that solved it for me, I tested by adding more addons, it stopped me from using hop ups, I uninstalled and reinstalled. it started working. it has to be on top of the list

and do make sure you uninstall from garry's mod and then reinstall from the page itself, if you uninstall from here by unsubscribing it doesn't take effect, nor doing it only on garry's mod itself as it reattaches before it gets uninstalled

also sorry for replying late, just trying to see what does and doesn't break the addon exactly

ok I think I learned something else too, I think it is both addon and game's fault bc some addons do block hop ups, but if you uninstall them or disable them, hop ups work again (ex: Warzone Armor System addon) I am currently trying if the addon itself breaks it or if the installation of the addon breaks it

End Note:
Some Addons do break this addon but mostly Arc9 addons or interactive addons let's say like Warzone Armor System but most can be bypassed by keeping the apex on first and/or test if addon break it or not ig. sadly it is not permanent solution looks like

ok no, it just has some weird thing about how much addon you have too, disabled 9 addons that didn't made issue and reinstalled the mods that caused the issue. issue didn't happen
