I have done everything I can think of possible to correct these issues.
As it stands now, after 7 hours of working on it:
Valuables work and can be sold at the ATM (If enabled)
Vehicles show up in the shop. (Cant buy at the moment because it wont recognize the Shop terminal even when its set as a vehicle shop)
Global shop/items will not load
All BTSE mods are errored (Red) in the escape > mods (bottom right)
My mod is white which is loaded after BTSE_Economy
I have rebuilt my mod 3 times.
Removed and uninstalled/reinstalled ALL BTSE files as well as mine.
I have used the in game BTSE admin menu to convert the PricesAndValues lua to the updated format
I have even restructured my mod to match that of The Doobie Brothers Economy mod for the prices and vales lua and still nothing is working.

you also repacked all my economy vehicle thumbnails and other economy textures, which is a thing to do indeed.
the option to convert prices and values is for old versions of the economy, so not sure why you did what you did. in any case it will only dump the items that were successfully added to the currently running game which rules out your broken item addition list being fixed.
btse mods being red in the escape menu is meaningless, it has been a bug with the game for a long time. some others reported it multiple times.
locations of shop terminals, atms and other economy objects are subject to a caching mechanism that works when the sprite is loaded into the reality bubble of a user which means if you place them, leave the cell and come back for it to be recognized, or use the "find economy objects around you" button in any shop ui when standing very close to it. https://steamcommunity.yuanyoumao.com/workshop/filedetails/discussion/2784972075/592886359937523266/#c592888815005260079
