it is a byproduct of this mod not sending everyone's vehicles around with megabytes of moddata with every change.

vehicle claims are available to read (meaning changes won't affect the ownership) on the server under Zomboid\Lua\btse_vehicle_protect\claims

if you want to be able to manage claims of offline people, i'd suggest you take a look at AVCS which has that functionality
