I had the same issue. Reinstalling the game helped me. Just uninstall from steam, delete xcom2 folder in steam library to remove any other non-steam additions (like AML etc.) and install again. I tried clear config and resub to mods but it was not working so I went for full wipe. I kept the saves and they still working.

Make sure Framerate Smoothing is not enabled in video settings. If it is, you need to disable it, then clear your configs within Documents\my games\XCOM2 War of the Chosen\XComGame\Config then reboot the game at least twice.

Framerate Smoothing breaks some mods, LWOTC included.
