Is not working unless equipped, even though it has the tooltip that it works from piggy bank and safe.
I suspect a few others of that Hand of Creation chain don't either but it's a bit harder to prove than reach range (also, the hand itself? I'm not sure if it's intended to-- shame that upgrading to save space would make it not work anymore though.)

I'm fairly certain this is the mod that has that feature. If not, I'm sorry for wasting time.
