Even with the whitelist disabled, blacklist is still respected. You must also disable the blacklist. Excavations also only target one type of block per excavation. Multiple tile types per one excavation is not supported.

why does it just randomly work even though I dont touch anything with blacklist I can change nothing but it'll randomly work and as for the block part I just meant like a bunch of dirt at once it was just an example

I'm not sure, I'd need more information such as a video or screenshare to better understand. I'm not aware of any outstanding issues like this.
